They're currently working on a system that will also allow you to spawn things such as bases and other immobile objects. And the long-term goal is full function mod tools to allow things like full map customization, module editing, a so forth.
But as with any small team deelopment, "when" is variable.

Planned items are not yet avalible to mod.
Modifying ship interiors is an intergral part of the game. You can do so in thr campaign mode with limited options based on what modules you unlock, or in a design test mode editor that gives you access to all modules (work in progress modules and spinal modules avalible to WTF-group testers, PM me for info)
Designs in campaign are hard to port to another person and are mainly there for your game playthrough, so if you want to create designs to share, they should be created in the sandbox mode editor.
These custom interior ships are called profiles, and can be found in the game install at "zerofalls>profiles>shipname"
The entire folder with the shipname is needed. There is no current way to share this on the steam workshop yet, but filehosting sites and links to the zipped up folder should work.
2.Custom hulls
They were recently made more accessible to the public with Jan's modtool which helps generate normal and roughness maps from a custom diffuse map you must have pre-created either by painting or kitbashing etc.
These will result in a profile folder similar to custom interior variants. Sharing of the profile is once again through zipped folder on a file-sharing site.

3. flotillas
Flotillas are a file that represents a set/instance of ships loaded with custom goods(work in progress) and with set up factions.
These may consist of multiple different ships made with custom interiors or custom hulls.
Currently this is the main way of sharing things through the steam workshop, be it individual ships, a small escort or fleet in one flotilla file. These workshop items, when subscribed to, will then add those ships to their respective faction spawn tables in the campaign, or if you optionally made a custom location file (bdm file) it will spawn anywhere in the selected sectors and those sectors only.

Can i edit starting amount of energy and money in new campaing? Available starting hulls? And cost for modules in editor?
